Output Influenced from Excitatory-inputs (OI_E) - This is a neuron level value that reflects the amount of influence the output of this neuron has had over the output levels of neurons to which it connects. It is the II_E for the neuron, further gated by the axon levels (AL) at the outputs of the influenced (post-synaptic) neurons. In floating point representation, it is the sum of the II_E * the AL of each post-synaptic neuron this neuron contacts.

OI_E is a Netlab™ term with no direct analog in the study of biological neural networks. It is based on a new learning method, which is referred to in Netlab as Influence Learning.
